Yes. The app stores the required data locally, remains fully usable offline and synchronises automatically as soon as the network returns, resolving conflicts on records changed on both sides.

It depends on your devices. Native is the way to go when you rely on scanner vendor SDKs or specific hardware functions. Cross-platform cuts costs when the app has to exist on both Android and iOS with standard hardware needs. We decide during scoping, based on your actual device fleet.
